【Brief Overview】
The mainstream development literature suggests that development of societies or nations is mediated through economic growth dynamics, the benefits of which trickle down to common people through the mechanics of competitive market. Acemoglu and Robinson (2012) argue that mere investment and economic growth are not enough. They narrate historical evidences across nations to suggest that investments in the presence of extractive institutions have led to development failures in most countries, and argue that inclusive institutions are the primary driver of development dynamics. In sharp contrast to these macro-economy level perspectives, Amartya Sen (1999) focuses on the development dynamics at the individual level. Development, according to Sen, is expansion of individual freedom that allows development of wide ranging capabilities so that they can do the activities of their free choice or be the personality that they wish to be like. Lying in between these micro and macro level development perspectives, community development literature (Elinor Ostrom, 1999) posits that collective action of the common people against vested interest or special interest groups is the primary driver of development dynamics at the community level. Finally, there is a new strand of development literature on inclusive and sustainable development that focuses on development of socially vulnerable and economically marginal population groups and also on environmental resources including carbon emissions.
My thesis is that the most fundamental object of development is ‘knowledge’ and the subject or actors of development is the network of knowledge agents working on development of shared knowledge. Development is constitutive of knowledge just as knowledge development is an instrumentality for broader social development. Ray (2006) shows how accessibility to shared knowledge and its human network may drive long term growth of an economy. This seminar shall explain how and why inclusive development and sustainable growth is inextricably connected with development of ‘knowledge’.
The question that Prof P P Chakrabarty, the keynote speaker, shall address in this seminar is how and why knowledge of development of AI and its tools could be relevant for inclusive development even in human labor surplus countries such as India.

PARTHA PRATIM CHAKRABARTI is a renowned academician who has over the last three decades made landmark contributions to teaching, research, mentoring, institution building and national development.

Professor Chakrabarti has made fundamental scientific contributions in the area of Artificial Intelligence and Automated Reasoning and has applied the techniques to solve important synthesis, optimization and verification problems especially in VLSI Design and Embedded Systems. His original contributions in Artificial Intelligence Search Methods include solving several important long-standing open problems.

He has worked closely with Government as well as industry on various projects and has successfully led and completed large projects and programmes at national and international levels. He has obtained some of the highest industry-levels projects from leading companies in the world, set up state-of-the-art R&D units in Indian academia and has mentored students in industrially relevant research and entrepreneurship. These include high-valued international projects from Volkswagen Foundation, Intel Corporation, National Semiconductors, Synopsys, General Motors, Google and Xerox, Indo-German, Indo-US, Indo-Brazil and Indo-Swiss collaborations, enabling setting up key research centres in India.
