2010.11.02 An ACCA Workshop on PFI/PPP, “Taking the Stock of Public-Private Partnerships and Private Finance Initiatives around the World” was Held

With the support from the ACCA (Association of Chartered Certified Accountants), Kyoto University conducts joint research with the University of Manchester (Great Britain) and other universities in Asia and Europe for the purpose of helping to maintain societal bases/public services which utilize private funding such PFI/PPPs. One of the main programs of this research was the international workshop which was held at the Kyoto University Clock Tower Centennial Hall on September 20-21, 2010.

PFIs, PPPs, etc. utilize the knowhow of private finance and are widely used across the globe as a method to efficiently offer public services. They have also experiences various routes of development and practice based on the analysis of public/private institutions, history and background of politics of a nation, related regulations, etc. The research team thus compares the characteristics of PFI/PPPs in various counties and shares this information for the study of appropriate PFIs for the particular region. This workshop allowed team members to share the situation of PFIs in their country and to have an opportunity for open discussion.

The 11 participating research team members were Professor Graham Winch of Manchester Business School (Great Britain), Professor Elizabeth Campangnac of EcoledesPonts ParisTech (France), Associate Professor Myungsik Do of National Hanbat University (Korea), Assistant Professor Asanga Gunawansa of the National University of Singapore (Singapore), Assistant Professor Veerasak Likhitruangslip of Chulalongkorn University (Thailand), Professor Pradono of the Institute of Technology Bandung (Indonesia), Professor Khairuddin Abdul Rashid of the International Islamic University Malaysia (Malaysia), Professor ShouQing Wang of Tsinghua University (China), Kyoto University Professor Kiyoshi Kobayashi, Assistant Professor Masamitsu Onishi, and Professor Gautam Ray (India). In addition, there were other participating members from Kyoto University, including Professors Ishihara, Sawai and university students.

Furthermore, there was a guest lecture by Mr. Hideki Takefuji of the Government of Japan Cabinet Office related to PFI policies.

Following the various presentations by members regarding PFI/PPPs in their country, there was a question and answer/discussion session, and in the afternoon of the 21st , there was a discussion session where participants had heated discussions on related topics.

At the end of the workshop, the representative of the research team, Professor Winch, made a closing remark about how PFI/PPPs have various usages and features based on the background of the countries, and how the shared information was very useful. The research presented is scheduled to be published in the near future.
